How do I stop a toilet that won't stop flushing?

This commercial business suffered some water damage due to a leaking roof. 

Most commercial toilets are fitted with a meter and gasket system called a Flushometer that tells the toilet when to stop running. When this is malfunctioning, it causes a continual flow of water. This is not only a huge drain on your water bill, but it can also result in a toilet flood. To fix it, first shut off the water, then check the gasket. You might need to clean or replace this rubber seal. Some automatic toilets have solenoids that become corroded or dislodged, which can also cause this problem.
